Student Programming Fund

Student Affairs is committed to excellence through funding programs that contribute to the enhancement of our campus community. We strive to provide a stimulating environment and opportunities for personal and intellectual growth and development for members of our campus.

The 2018-19 Student Programming Fund proposal process is now open.

Eligibility

All campus units that provide co-curricular student services and support for student groups are eligible to apply for ONE-TIME funding from the Council on Student Affairs and Fees (COSAF).

The maximum amount of discretionary allocations that COSAF can recommend for 2018-19 is $100,000. When submitting funding requests, please consider this maximum amount and keep in mind that COSAF funds multiple proposals and not just one. Unless there are overwhelmingly compelling reasons to do so, requests that take up a majority or all of the available COSAF funds are unlikely to be included in the final funding allocation, or may be considered for partial funding.

Allowable Costs

All UC Davis students pay a UC System-wide student Services Fee (SSF) of $1,128 annually. Per UC policy, SSF revenues are designated to cover services and programs that directly benefit students and are complementary to, but not a part of, the core instructional program.

These services and programs include, but are not limited to:

  • operating and capital expenses for services related to the physical and psychological health and well-being of students;
  • social, recreational, and cultural activities and programs;
  • services related to campus life and campus community;
  • technology expenses directly related to the services; and
  • career support

Non-allowable Costs

As per the Guidelines for Implementing the Student Service portion of University of California, Student Fee Policy, the primary focus of Student Services Fee should not be on programs in the following areas:

  • Enrollment/Admissions Services/Registrar
  • Financial Aid Administration
  • University Library
  • Alumni Affairs and Alumni Student Services
  • Planning & Budget Administrative Units
  • Instructionally Related Capital Improvements
  • Immediate Office of Vice Chancellor Student Affairs
  • Auxiliary Units such as Housing and Parking
  • Office for students with Disabilities
  • Intercollegiate Athletic Programs
  • New Student/Transfer Orientation Programs
  • Learning Skills Center
  • Educational Opportunity Programs
  • International Student Programs

Allocation Priorities

*Services and Programs of Growing Interest to Students

The council takes into account areas of growing interest to the students either identified by the council’s ongoing conversation and experience with student leadership and the general student populations. COSAF will also use any survey data provided to strengthen their understanding of whether or not students find the funding request to be necessary or important.

*Programs that Provide Crucial Services to Students

COSAF will consider prioritizing funding for issues that are ongoing and urgent for the UCD student population, both academic and non-academic. Examples of these type of issues are student mental health, diversity training, sexual assault training, etc.

*Student Services and Programs Fostering Diversity

With respect to further the cause of UC’S mission and stewardship in improving diversity and access, COSAF firmly believes in supporting student services and co-curricular activities that improve opportunities for diverse student populations across academic levels.

*Programs and Activities that Benefit a Large Range of the Student Population

The council generally considers requests that support programs and services that tend to benefit a large range of students rather than one particular student group. This does not preclude COSAF from making recommendations for funding smaller subsets of student groups when their needs are seen as a high priority.

Fund Use

  1. Prior to funds being disbursed, you will be asked to sign an Agreement of Fund Use.
  2. Funds must be used in accordance with the budget submitted.
  3. Funds must be expended by June 30, 2019.  Any remaining funds will be returned to Student Affairs. Funds cannot be carried over.

Note: During the 2018-19 school year, use of these funds are subject to periodic review by the Student Affairs Divisional Resources Finance Team.

Failure to comply with any of the above requirements may jeopardize good standing, access to funding, and future funding.

Submission Deadline

February 1, 2018, 11:59 pm: Proposals due. Funding for approved proposals will be available in the 2018-19 academic year.

Review and Approval Process

Proposals will be reviewed by the Council on Student Affairs and Fees (COSAF) during Winter Quarter and early Spring Quarter. Finalist applicants will be contacted to schedule a proposal presentation at a council meeting, with the intent of COSAF making priority funding decisions by mid-April.

Note: All applicants will receive a response from COSAF regarding approval/denial of request.

COSAF has a voting membership that includes 13 student representatives (eight undergraduates, two graduate students, one Graduate Student Association representative, one Law Students Association representative and the ASUCD president), 1 Faculty and 2 Staff representatives.

Fund Use Summary Report

If you have been approved for funding, a final Fund Use Summary Report will be due to COSAF at the end of the 2018-2019 fiscal year, and no later than July 15, 2019.  This report template and instructions for completion will be sent to the organization when funds are originally disbursed.
